We\u2019ll see where the votes are.\u201d<\/p>\n<p>The ethics deal would <a href=\"http:\/\/https%25252525252525252525253A%25252525252525252525252F%25252525252525252525252Fcointelegraph.com%25252525252525252525252Fnews%25252525252525252525252Fclarity-act-ethics-public-officials-president-barred-crypto%252525252525252525252520\" rel=\"nofollow noopener\" target=\"_blank\">prohibit all US officials from issuing or sponsoring digital assets<\/a>, but contains some \u201cget out of jail free\u201d provisions for the President that the Democrats are unhappy with, including the fact the rules expire the day he is scheduled to leave office in 2029. <\/p>\n<p>The ethics provisions will also be enforced by the Attorney General that Trump appointed. The Democrats instead want state Attorney Generals to enforce it \u2014 but Trump seems unlikely to agree to empower dozens of state AGs to attempt to prosecute him. <\/p>\n<p>The White House described the bill as the \u201cmost comprehensive and wide-ranging ethics provision in history,\u201d while Democratic Senator <a href=\"https:\/\/cointelegraph.com\/news\/senator-gallego-says-gop-clarity-counterproposal-not-a-serious-effort\" rel=\"nofollow noopener\" target=\"_blank\">Ruben Gallego described it as a \u201cpiece of shit\u201d and \u201cnot a serious effort.\u201d<\/a><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.btcethdata.com\/wp-content\/uploads\/2026\/07\/senator.jpg\" alt=\"\" loading=\"lazy\" \/><\/p>\n<p>Negotiations are continuing to find a deal both sides can live with, but given the lack of trust, it\u2019s not going to be easy to find a compromise. <a href=\"https:\/\/cointelegraph.com\/news\/goldman-sachs-ceo-clarity-act-stablecoin-vote\" rel=\"nofollow noopener\" target=\"_blank\">Goldman Sachs CEO David Solomon conceded the bill is \u201cnot perfect\u201d <\/a>but has supported it anyway, <a href=\"https:\/\/cointelegraph.com\/news\/fidelity-push-senate-passage-of-clarity-act\" rel=\"nofollow noopener\" target=\"_blank\">along with Fidelity<\/a> and Charles Schwab who represent many trillions in assets under management each. <\/p>\n<p>Law enforcement organizations have also begun to signal support, with The National Fraternal Order of Police representing hundreds of thousands of members, stating the latest version of the BRCA (which protects developers of decentralized protocols) would not impede investigations into money laundering and fraud. <\/p>\n<p>The odds of the bill passing this year are at 38% on Polymarket. <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/s3-images.ctmedia.io\/media\/content\/the-national-fraternal-order-of-police.jpg\" alt=\"\" loading=\"lazy\" \/><\/p>\n<h2>BitMEX to shut down after 11 years as class action launched against it<\/h2>\n<p>BitMEX, one of the pioneers of cryptocurrency derivatives trading, announced<a href=\"https:\/\/cointelegraph.com\/news\/bitmex-crypto-derivatives-exchange-shut-down\" rel=\"nofollow noopener\" target=\"_blank\"> it will shut down operations in September\u00a0after 11 years<\/a>.<\/p>\n<p>BitMEX launched in 2014 and became known for introducing the 100x leverage perpetual swaps.\u00a0<\/p>\n<p>In recent years volumes have tanked increased competition from major exchanges like Binance and decentralized protocols like Hyperliquid. CryptoQuant CEO Ki Young Ju said BitMEX\u2019s\u00a0share of the Bitcoin futures market has fallen to just 0.08%, with roughly $84 million in daily trading volume.\u201cIt was a great exchange that helped shape the industry, and now it is passing the torch to the next generation of exchanges it inspired,\u201d Ju\u00a0<a href=\"https:\/\/x.com\/ki_young_ju\/status\/2080221628605309288\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a>.<a href=\"https:\/\/cointelegraph.com\/markets\/bitmex-token-crashes-90-as-exchange-announces-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">BitMEX\u2019s utility token BMEX collapsed in value <\/a>after the announcement. BitMEX denied the allegations and said it had successfully defended itself against similar claims in the past.Restructuring adviser Roshan Dharia told Cointelegraph the exchange\u2019s <a href=\"https:\/\/cointelegraph.com\/news\/as-bitmex-exits-analysts-warn-crypto-consolidation-is-accelerating\" rel=\"nofollow noopener\" target=\"_blank\">demise shows the industry is consolidating.<\/a><\/p>\n<blockquote><p>The top five platforms now control an estimated 80% of global spot volume, leaving mid-tier and regional exchanges with shrinking margins and no viable path to scale&#8230; The headwinds are structural, not cyclical.<\/p><\/blockquote>\n<p>As if to undescore the point, <a href=\"https:\/\/cointelegraph.com\/news\/bitmart-wind-down-exchange-end-trading\" rel=\"nofollow noopener\" target=\"_blank\">BitMart subsequently announced it would also close <\/a>in the coming months.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/s3-images.ctmedia.io\/media\/content\/arthur-hayes\" alt=\"\" loading=\"lazy\" \/><\/p>\n<h2>S&amp;P launches blockchain fundamentals index for digital assets<\/h2>\n<p>S&amp;P Dow Jones Indices and Pantera Capital have launched a digital asset index <a href=\"https:\/\/cointelegraph.com\/news\/sp-launches-blockchain-fundamentals-index-digital-assets\" rel=\"nofollow noopener\" target=\"_blank\">that tracks the major crypto assets \u2014 but doesn\u2019t include Bitcoin or XRP<\/a>.<\/p>\n<p>The\u00a0S&amp;P Pantera Digital Asset Index is designed to be the benchmark crypto index for institutions, but it screens out blockchains based on minimum thresholds for protocol revenue, market capitalization and liquidity.<\/p>\n<p>The index launched with 18 constituents, with Ether (ETH), BNB (BNB), Solana (SOL), TRON (TRX) and Hyperliquid (HYPE) as its five largest holdings, while Bitcoin (BTC) and XRP (XRP) are the largest non-constituents.<\/p>\n<p>The latest index follows\u00a0a broader industry push to develop institutional-grade benchmarks for digital assets, with similar products including the <a href=\"https:\/\/cointelegraph.com\/news\/franklin-templeton-bitcoin-ether-index-etf\" rel=\"nofollow noopener\" target=\"_blank\">Nasdaq Crypto Index US ETF<\/a>, the Franklin Crypto Index ETF and the the\u00a0<a href=\"https:\/\/cointelegraph.com\/news\/marketvector-coinbase-bitcoin-gold-index-store-of-value-debate\" rel=\"nofollow noopener\" target=\"_blank\">Coinbase Store of Value Index<\/a> among others.<\/p>\n<h2>Robinhood to expand prediction markets as CFTC issues new warning<\/h2>\n<p>Robinhood is reportedly discussing plans to expand its existing prediction markets <a href=\"https:\/\/cointelegraph.com\/news\/robinhood-cryptocom-prediction-markets\" rel=\"nofollow noopener\" target=\"_blank\">offerings with crypto exchange Crypto.com<\/a>.<\/p>\n<p>According the Wall Street Journal the talks involve integrating yes-or-no event contracts supplied by Crypto.com. Robinhood launched its prediction markets in March 2025, initially facilitated by Kalshi in order to comply with regulatory requirements from the US Commodity Futures Trading Commission (CFTC). Bernstein analysts last week\u00a0<a href=\"https:\/\/cointelegraph.com\/news\/bernstein-raises-robinhood-price-target-cites-tokenization-and-prediction-markets\" rel=\"nofollow noopener\" target=\"_blank\">raised its price target<\/a>\u00a0on Robinhood (HOOD) stock to $160 from $130 per share, based on the company\u2019s outlook for prediction markets and tokenized equities.<\/p>\n<p>Meanwhile the CFTC, which aims to become the primary regulator of prediction markets, <a href=\"https:\/\/cointelegraph.com\/news\/cftc-issues-second-warning-to-prediction-markets-on-cookie-cutter-self-certifications\" rel=\"nofollow noopener\" target=\"_blank\">issued a shot across the bow of providers last week, telling platforms they need to get a lot more specific about event contracts certifications.<\/a> <\/p>\n<blockquote><p>The advisory addresses concerns about the practice of submitting\u00a0broad, template-style certifications that combine many potential event contract variations into a single certification.\u00a0<\/p><\/blockquote>\n<p>Carl Kennedy, a partner at New York law firm Katten Muchin, also told a House Agriculture Committee hearing last week, that the CLARITY Act could<a href=\"https:\/\/cointelegraph.com\/news\/clarity-act-cftc-prediction-markets-resources\" rel=\"nofollow noopener\" target=\"_blank\"> help the CFTC\u2019s efforts to oversee the \u201cexplosive growth of prediction markets.\u201d<\/a> <\/p>\n<h2>Balaji\u2019s Network School turns to Kazakhstan amid Malaysia setback<\/h2>\n<p>Balaji Srinivasan\u2019s Network School, a community of \u201cdigital nomads,\u201d is eyeing a new campus in Kazakhstan after its Forest City campus had its <a href=\"https:\/\/cointelegraph.com\/news\/balajis-network-school-turns-to-kazakhstan-amid-malaysia-setback\" rel=\"nofollow noopener\" target=\"_blank\">business license in Malaysia revoked over alleged premises-use violations<\/a>.\u00a0<\/p>\n<p>A memorandum of understanding was signed between Kazakhstan\u2019s relevant Minister Zhaslan Madiyev and Srinivasan to establish the first Network School campus in the country, which aims to become a digital hub.\u00a0<\/p>\n<p>The School was forced out of Johor in Malaysia, following a controversy in Malaysia over allowing Israeli dual citizens to attend. The Muslim majority country has no diplomatic relations with Israel. Despite an investigation finding no visa violations, the Network School was ordered to shut down on another pretext.<\/p>\n<p>Dragonfly Capital managing partner Haseeb Qureshi said the drama has validated Balaji\u2019s Network State thesis.<\/p>\n<blockquote><p>\u201cThe whole idea of a network state is taking a dense group of talent and capital, and collectively negotiating with states. The total market cap is at $2.24 trillion according to CoinMarketCap.<\/p>\n<p>Among the biggest 100 cryptocurrencies, the top three altcoin winners of the week are Audiera (BEAT), which gained 53%,  Shinba Inu (SHIB) with a 29% gain, and Venice Token (VVV), which increased 19%.The top three altcoin losers of the week are DeXe (DEXE), which lost 89%, Midnight (NIGHT), which fell 26%, and Pyth Network (PYTH), which dropped 10%.<\/p>\n<h2>Prediction of the Week<\/h2>\n<h2>Bitcoin will get \u2018lift\u2019 from Hyperliquid, Robinhood in next crypto bull market<\/h2>\n<p>Bitcoin (BTC) is \u201cfinally showing signs of a bottom,\u201d according to Matt Hougan, chief investment officer at Bitwise.Houghan predicts that TradFi integrations, particularly Hyperliquid and Robinhood, will drive the next crypto bull market, and the resulting tide <a href=\"https:\/\/cointelegraph.com\/markets\/bitcoin-will-get-lift-from-hyperliquid-robinhood-in-next-crypto-bull-market-bitwise-exec\" rel=\"nofollow noopener\" target=\"_blank\">should \u201clift\u201d the largest cryptocurrencies including Bitcoin and Ether.<\/a>Houghan believes crypto is bringing major benefits like 24\/7 trading to traditional markets, and noted that today \u201cnearly half the volume on Hyperliquid is in conventional assets like oil, silver, and the S&amp;P 500 [and] it\u2019s expanding into spot commodities, prediction markets, and options,\u201dBitwise data also suggests apparent demand for BTC is showing signs of reversal. Kidnappings rose to 16 from 12, while robberies declined from five incidents to one.\u00a0<\/p>\n<p>CertiK said the recorded financial exposure linked to the attacks reached about $124.1 million, up from $10.5 million a year earlier. <\/p>\n<p>The increase in home invasions suggests criminals are increasingly bypassing digital safeguards by physically coercing crypto holders and their families.<\/p>\n<h2>Hackers steal $31.6M in 2 crypto bridge attacks within 7 hours<\/h2>\n<p>Hackers stole more than $31.6 million across two unrelated crypto bridge exploits spaced just hours apart, <a href=\"https:\/\/cointelegraph.com\/news\/afx-protocol-reportedly-loses-24m-in-bridge-exploit\" rel=\"nofollow noopener\" target=\"_blank\">targeting bridges operated by decentralized perpetual exchange AFX and Verus Protocol.<\/a>\u00a0<\/p>\n<p>According to Blockaid, AFX, a decentralized perpetual exchange operating on Arbitrum, reportedly lost $24.15 million on Wednesday through a hack targeting one of its cross-chain bridges.
